I scoured the kiosk at the trailhead. There is no indication as to whether the trail is open or closed to bikes. I saw plenty of tire tracks and a father riding with his daughter, so I assume it is open to bikes, but there is nothing official to indicate one way or the other.

The lady at the Army Corps information desk thought thought that it was probably all right to ride bikes there, but even she wasn't sure.
